Resolves the issue to wire the emergency claims-only drill into the release checklist.
Changes included:
.github/workflows/ci.ymlto extract thetests::drillstep into its own dedicatedEmergency Drill GateCI job, serving as an explicit manual/CI gate.emergency-drill-gatemust pass in order for theci-successjob to succeed.Release Checklist Gatesection todocs/EMERGENCY_DRILL.md, which provides a standard markdown checklist to be copied into release pull requests or notes to certify that the drill coverspause -> claims -> resume.
